EDIT: Sean did state in an earlier post that "The rotors once pushed back by either the lug nut to hold it in place or when you put the rims back on it forces the rotor back into place perfectly snug.", would this be taken into account? I'm not sure how you would accurately suss it out when the wheel is on, also not sure how much tightening the wheel on would move the hub inwards. Not saying he's wrong, just providing food for thought and would maybe like someone more knowledgeable to comment.
 
In all my time I've never even considered the wheel being on making any difference.
If it doesn't fit correctly without then I wouldn't rely on it in any way. Not worth the risk.

Of course the extremely easy way to check this is by spinning on a couple of lug nuts ( Sean mentioned this I think) to pinch the rotor on to the hub. I actually always do this when fitting new stuff there anyway (assuming there are none of the stock rotor bolts in place).
 
And by that he means pads. You need pads to fit the Honda calipers this upgrade uses. But luckily there are a LOT of options, ranging from dirt cheap junk to OEM to high end performance and race pads.
 
To be fair, after the first posts with the actual information, it disintegrated rapidly into bickering. lol
