theres a key, one is Cali emissions one is for all the other states

 

KL=Cali
KA=49 Federal

I think the only difference is the ECU anyways, so not a big deal.

The difference is primarily emissions hardware. I know with alot of Honda's the California version had it's catalytic converter directly after the upper exhaust manifold piece instead of down beneath the car. That's just one of the differences I've noticed off the top of my head.
