88-89 are cable driven correct? My Civic did this when I swapped clusters. There is a clip on the cable that plugs into the back of the speedo. You have to push it all the way in the turn the clip about 1/4 to a 1/2 turn. It could be possible it has slipped off just enough to make it bounce like that.

I think it has two cables inline. It could be partialy broken or just need cleaning and lube. Check out how to at http://prelude3g.com

It probably just needs to be cleaned and greased. Just unclip it at the back of the speedo and push it through the firewall. The cable will run over the engine and plug in at the transmission. Pull the c-clip and the cable will just come out. Pull the cable out of the housing, clean it real good with some brake cleaner, grease it generously with some lube (parts stores have all sorts that will work for the cable) Feed the cable back into the sleeve, plug everything back in and you should be good to go.

Do you own an S or Si? That will only work if it's a one piece speedo cable. Si models came with a 2 piece speedo cable. Here is the procedure for re-lubricating the two piece speedometer cable (courtesy of dano and MustardCat's website)...

What i did is the long way lol
Not sure where the cable stay so i take off
All the cluster out lol ....

Got some picture for newbies like me..
B4 i start i take a picture on the cluster and cable
By the engine

Then take out the cluster
5 philip screw holding the face
Then pull it there is a metal clip
Still holding the cluster

Then i take out the one on the back
i dont know why
Theres like 4 or 6 philip crew
2 on the back that is cover by the
Plastic clip thing

Then the cluster

But i notice the singel cable holding
The cluster down
So when i see the cable i start to lol
Not really loud laugh

I never think about going
under the steering colunm
To check if i can remove it from there

So heres what i did
Befor pulling out the cable i decided
To put back all the things that i
Remove lol and then
I remove the coin box by the fuse
To see if i can remove it there and went
Down under the steering
And pull it there

Then out by the engine bay
Remove the nut that connect
The cable to the
Tranny
And clean it with anything you
Like to use i use white rag
From my working place

I take the cable out

Clean it the way you want
But b carefull not to twist the cable to much
Cause its a spting cable
Then the way i put it back is
Put this side first

But dont make tight
Just a good hold on the end
So you can push the other end
In inside hole

Them make sure both side
Seat nice and dont forget to put
Greasse

Did you enjoy my f:)kng
Waste time odometer service
I never have time to finish
My laundry late for work again

Tnx to you guys give info
How to fix it

My 89 prelude si with arm rest stand
Is now forsale

You went through a ton of extra work that you didn't need to do, lol. If you had looked at the link I posted you would have seen that you don't remove the gauge cluster, nor do you have to remove the cable housing. All you needed to do was to separate the cable and pull the core out. Clean that and re-lube it, then put it back together. Might take someone 15 minutes total if you do it that way.
