Speed sensor hoses

Does anyone know where the hoses that connect to the speed sensor go? I see this picture in my manual but I don’t know where/what the cut off valve is?

Outlet goes to the 3 way or 4 way splitter (2ws vs 4ws)
Inlet runs to hard line that goes into the rack

Not exactly sure what the cut off valve is. I'm sure someone knows

Its just the nipple the hose attaches to. Cut off valve is inside the speed sensor. Its just worded weird
