Does anyone know what to look up / where to go to get someone to build a whole h22 engine from scratch brand new?

Mine has 200k miles and burns a quart a week so I think getting a brand new one would be a lot better.

it might be as "simple" as the valve seals...just keep adding that quart and and happy

Any reputable engine builder that is familiar with FRM cylinder walls can do the rebuild.

I agree, my oil burning was actually valve seals and the car has been running great since.

just issue was oil piston rings or valve seals. valve seals more like if u start cold and thats burns oil. If u drive and downshift and pushing power. thats rings.
