my parking brake barely holds and I think it’s because these arent installed. Anyone know what they are?

Looks to be the lever on the back of the rear caliper:

If your handbrake "barely" holds, though, the cable might just be stretched, needing re-tensioning or replacing.

They look like parking brake adjustment levers. They need to be installed for the parking brake to work properly.

Let us know if your calipers are actually missing those levers, because I feel like that's what the handbrake cable pulls on (the spring being the release mechanism when you lower the handbrake), and without the levers in place your handbrake wouldn't work at all.

Of course! I only know because I changed rear drum brakes on my 96 Monte Carlo and the parking brake levers looked very similar to those. If I recall correctly, there was a spring and the parking brake cable connected to the lever on that car.
