I have an 89 si. While in the off position I can feel a breeze coming from the vents.all of the other positions (1-4) work properly and get progressively stronger. Any thoughts?

That's honda's way of keeping the cabin fresh. If you prefer no air movement at all, you can put it on recirc with the fan off.
